Abstract:
The objective of the study was to assess employees’ attitudes towards organizational change in
the case of public sector offices in Debre Berhan City Administration. . The study employed both
descriptive & explanatory research design and quantitative research approach. Among 28 public
sectors, 7 of them were selected by purposive sampling technique and the researcher arranged
the public sector respondents into three groups namely: team leaders, experts, and others which
include lower ranking employees. In the study, 229 respondents were selected through a simple
random sampling technique, and out of which 221 respondents’ questionnaires were found to be
valid. Statistical package for social science version 27 was used to feed and analyze the collected
data. Descriptive and inferential statistical tools were used to analyze the quantitative data. The
finding of the study shows that Fear of change, Acceptance of change, and Cynicism to change
all have a positive significant effect on Organizational Change. Finally, the study recommends
that Public Sectors should prioritize targeted communication to address skepticism and
resistance, foster transparency, and engagement among employees. By providing clear
information and support to address fears of loss of control, job security, and uncertainty, along
with empowering individuals to influence change positively, organizations can enhance
acceptance and engagement in change initiatives. Facilitating open dialogue, involving
employees in decision-making processes, and aligning change efforts with personal and
organizational goals will further promote a culture of trust, commitment, and successful
organizational change.
