Abstract:
Urban renewal is one of the important government urban land development and urban development
policies to improve the urban economic, social, Physical, and environment growth and it is a potential
source of urban land provision. The ultimate goal of urban redevelopment plan lies in its successful
implementation. Implementation could be the process of translating structure plan and local development
plans into practice. It is the transformation of the vision, objectives, targets and goals into reality. The
real challenge for governments and policymakers is not to formulate a convincing strategy but to
effectively implement their plans, whether they involve specific project recommendations or policy
reforms. And hence, it is identified from the study of a lot of researches that there is no such research has
been yet studied in Kazanchis-3 project area either in thematic/conceptual term and that is why I am
inspired to identify implementation challenge of the project area as a case study.
The specific research objectives and research questions address plan implementation situations
including the existing development condition of the project area, potential factors hindering plan
implementation, and the effects of ineffective implementation of plan on the improvements of local
community and the spatial area. The central research question is “Challenges of Urban Renewal Project
Implementation”.
The type of research approaches is both quantitative and qualitative research. The qualitative research
approach was used to analyze the data from secondary sources and quantitative research approach was
used to analyze data’s from the primary source. The research design being implemented in the study is
exploratory studies or descriptive studies and analytical Studies.
The major research findings includes the existing situation of the redevelopment plan proposal area is not
well developed and changed this implies that the low performance of the plan proposal. Then factors that
exposes for low implementation of the projects are absence of legally authorized body delegated with the
implementation, non-existence of clearly identified source of finance, inability to implement land related
policies, rules and regulation, and inability to participate potential stakeholders in planning and
implementation processes.
The findings of the study have also shown that there is no coordination and integration between different
sectors in the city administration regarding the renewal projects. The research concluded that all the
stated barriers lead to the result that, the renewal projects in Kirkos sub city couldn’t achieve its intended
goals. Hence, renewal project evaluation should apply from a holistic, society wide perspective, so as to
maximize net community benefits.
